Problems this large don’t stay confined to the edges of society — they inevitably intersect with major institutions, public agencies, and layers of authority that were originally created to provide protection and stability. This doesn’t imply wrongdoing from any specific person, but it does highlight how weaknesses in oversight, inconsistency in enforcement, and gaps in accountability can unintentionally create spaces where exploitation thrives.
